Publication Fees and Waiver Policy

The Institute of Academic Research and Publication (IARP) operates under a Gold Open Access publishing model, ensuring that all published articles are freely and permanently accessible to readers worldwide without subscription or access barriers.

1. Publication Fees

IARP maintains a transparent, two-tier publication fee structure to support the sustainability of its open-access publishing operations.

  • USD 200 per accepted manuscript applies to authors from high- and middle-income countries.
  • USD 150 per accepted manuscript is available to authors from low-income countries, as well as eligible PhD scholars and unemployed researchers, subject to the conditions specified below.

The publication fee is charged only after the manuscript has successfully completed the peer-review process and received formal acceptance for publication. IARP does not require payment of a publication fee at the initial submission or during the peer-review stage.

Publication fees contribute to the operational costs associated with scholarly publishing, including editorial administration, peer-review coordination, manuscript processing, copyediting and production, digital preservation, online dissemination, DOI-related services, and maintenance of the journal publishing infrastructure.

Payment of a publication fee does not influence the editorial decision. Manuscripts are evaluated solely on their scholarly quality, originality, relevance, and compliance with the journal's editorial and ethical standards.

2. Waiver and Reduced-Fee Policy

The reduced publication fee of USD 200 for eligible PhD scholars and unemployed researchers applies only to manuscripts with no more than two authors, including the eligible author.

Manuscripts with more than two authors are subject to the standard publication fee of USD 300, regardless of the academic or employment status of the authors.

Authors from low-income countries may qualify for the reduced publication fee. For the purposes of this policy, IARP defines a low-income country as a country with a Gross National Income (GNI) per capita below USD 3,000, subject to IARP's applicable eligibility criteria.

IARP reserves the right to request reasonable supporting documentation when assessing eligibility for a reduced publication fee. Such documentation may include:

  • Proof of current PhD enrollment or doctoral status;
  • Appropriate documentation confirming unemployment status; or
  • Other relevant evidence required to establish eligibility.

Approval of a reduced fee is subject to verification by the IARP editorial administration.

3. Extension of the Publication-Fee Payment Period

Authors who require additional time to arrange payment may request an extension from the IARP editorial office.

Where an extension is granted, the payment deadline may be extended up to a maximum of four weeks from the date of the formal acceptance notification. Requests for an extension should be submitted as early as possible and should indicate the reason for the request.

An extension does not alter the manuscript's acceptance status or guarantee a particular publication date.

4. General Principles

IARP is committed to maintaining a transparent and equitable publication-fee policy. The ability or inability to pay a publication fee does not determine whether a manuscript is accepted for publication. Editorial and peer-review decisions remain independent of payment considerations.

Authors are encouraged to contact the editorial office before making payment if they require clarification regarding fee eligibility, reduced-fee provisions, or payment deadlines.
